The shrill one
is pessimistic. I am, too, but there's at least one thing the Feds can do right away which will have an immediate effect and that's transfer large amounts of money to state and local governments, and transit agencies, which are in the process of cutting their budgets. It won't prevent recession, but it will prevent those cuts from make the recession worse.
