Infill

While we're not blessed with great mass transit everywhere, it's also the case that even in places where we have it we're often cursed with horrible land use practices. Commuter rail stops in Boston and Philly areas, for example, should be zoned to allow walkable dense neighborhoods nearby, when instead you often have an inadequate park-n-ride lot and no sidewalks to the surrounding neighborhoods.
