It isn't sexy, repairs and unseen upgrades rarely are, but water systems
all over the country need work. Fed says weak recovery and
no jobs soon. I'm sure if Obama proposed spending another $30 billion for water projects, the Republicans would say "water projects aren't stimulus." But they said that about, you know, everything.
