I agree with Jesse that generic GOTV ad campaigns and the like, especially ones directed at young people, are of dubious value. What is valuable, however, is actually spending time and money to register people to vote. While registering to vote is fairly easy in most places, it is an added little extra step that people to a surprising degree fail to do, especially if they're college students or 20somethings who move relatively frequently.

Set up vote registration tables anywhere and everywhere.
