are not popular. More generally, I'm horrified by a press that would even consider that presidential popularity should have an influence on the tone of their general coverage of the administration. I'm doubly horrified by a press that pretends that's the reason, even though popularity clearly had no impact on the way Clinton was treated as his approval ratings remained in the 60s.
