While there isn't a lot of point in discussing what I assume is a DOA plan,
as Dean Baker points out the proposed health plan would in fact have the deductions affecting not only the
payroll tax but the social security tax income tax but the payroll tax.* As Baker says, this would also impact worker benefits later on (presumably). In addition it would impact the amount of money the system brings in.
