The only reason to have an individual mandate plan instead of a sign everyone up and pay for it out of taxes plan is... actually, I can't think of one at all. I was about to say that the only reason to do so was to keep the insurance companies around as redundant middlemen, but you could still do that with a pay for it out of taxes plan.
It's absurd.
