This is a sensible
move by Virginia. A big change in suburban development in recent decades was moving from a world where developments at least had some connectivity through smaller through roads to other places to a world where most new developments basically had single access to the main road. While such development has certain desirable features for people, when every neighborhood is built like that it's problematic.
