I had the
same reaction when I heard Shiller speak awhile back. He seemed to think that the big problem is risk and wanted to invent new insurance/derivative products to take care of it. But for most people the issue isn't risk, but complexity and lack of transparency. Exciting new insurance and derivative products add to that.
