I don't actually think all the low hanging fruit with respect to quick shovel ready projects
has been picked. It's true now, as it was a year ago (sigh), that big giant sexy infrastructure projects aren't usually the best way to shovel money out the door quickly, but every municipality in this country has projects they could fund.
