Whatever the merits of any particular regulation, local enforcement authorities should be in the business of forcing compliance, not
issuing fines for minor infractions to boost city coffers. The fine should be the threat issued along with a sternly worded letter asking for compliance, not a random punishment for well-intentioned business owners unaware that they're doing anything wrong.
