I do think the powers that be in my urban hellhole greatly underestimate the negative impact of lack of regular
street cleaning, or public garbage receptacles, in most neighborhoods. It is a city filled with too much litter. Some of that's because people suck and they litter (though more public garbage cans would improve that). Some of that's because some days it's windy on trash day and stuff gets blown around. But whatever the reason, there should be a more organized effort to fix the problem, at whatever level.
