It isn't
just small towns. Too lazy to dig out the numbers at the moment, but a rising Latino population has helped to stop the urban hellhole from withering, too. I've actually been impressed at how little backlash there has been, though admittedly that's somewhat because "hating black people" is still the preferred local option.
