I don't know precisely how much damage from this storm such a storm barrier would have prevented, but if for sake of discussion we assume it would be equivalent to a magic force field that would have prevented all damage then it should be built.
And we still wouldn't build it, because ZOMG $8 BILLION DOLLARS SUCK IT LIBS.
