We would like it to be otherwise, but in my experience powerful people and institutions are more likely to react to people screaming at them than people asking nicely. I do not think this is a particularly wise way for them to approach things, but it is what it is.
But don't scream at me! I am not so powerful. I respond much better to cash incentives (this is of course a joke).
