I know in the US it's
always code for "black people," but I've lived in or had extended stays in quite a few urban hellholes and they're nice! Ghent! Brussels! Barcelona! London! Madrid! Girona! Bologna! Philadelphia!
I get the objection to some of the downsides of bad cities, but many of them are nice!
